New Orleans, LA-US Police Out For My Blood-Yours Too? Danger. Warning. US State Department Color "Red!"

Dear Mr. Patel,

       It is very kind of you, to respond to my immigration inquiry. Last week I was shot, point blank range, direct to my heart, in front of US police. I then fled to the Louis Armstrong airport. US police New Orleans, tried to block the road to the airport-I was on a city bus, so my ride got through. After having arrived at the Louis Armstrong International airport, US police assaulted/attacked me again-only 2 days, I had been shot-in New Orleans. My adopted mom and I-neither one of us being wealthy, split a hotel cost, so I would have somewhere to rest, for 4 days, prior to returning to the Louis Armstrong airport. I have to fly back down South, to Gainesville, FL-to retrieve what post mail, might be waiting for me there. The Obama Administration, has stolen most of my post mail, for the past 8 years-communicating with me, by any means at all-is almost impossible. I am terribly ill, and in constant excruciating pain, from constant physical assaults-that I am sustaining, from US police, and other pro-Obama terrorists-who are refusing to leave the US.

        I am presently, an Intelligence Officer In Training, with the US Marines-as a civilian (my 2nd Master's Degree program), as well as an applicant to LLB studies, in: UK, Australia, and New Zealand. I am a competent student, and eager to exit from the US permanently. I am prepared to begin my legal studies in earnest and require a full scholarship, due to a lack of family, or friends, who help me in the US, or-who are concerned about me at all. Therefore, although my preference may be, to attend an LLB program, in New Zealand, I will attend, in any country, that will agree to host me, and to pay in full, for my studies. At the same time, I am only right now, applying for citizenship, in the country of New Zealand-I have never applied elsewhere.

          I took the time, to review information, pertaining to citizenship successful applications, to New Zealand. My Master's Degree, falls under the auspice, of a high needs degree-outside of the field of Engineering-however-it is the very same degree, as a Master's Degree, instead of a Bachelor's Degree. My 1st Master's Degree, falls under the definition: NZQF Level 7, Information Science BA. I studied for a Master's Degree, in Library and Information Science, with a specialization, in information science, and completed the program, in the allotted 2 years only, with a perfect CGPA: 4.0 and the completion of a voluntary thesis.         Please take the time, to peruse what I have posted. In 2008, I was: "Blacklisted," by the US government. I have had no employment opportunities, no housing, and almost nothing else I need to survive, for almost the entire Obama Administration. My situation, has not improved in any way whatsoever-here in the US, since Mr. Donald Trump, has been voted in, as the next US President-in fact, my situation has deteriorated. My life in the US, is in eminent danger, and, the main culprit, are the US police. US FBI, and CIA, are doing nothing at all-that I ma aware of, to protect me, to keep me safe, or to offer me any opportunities, here, in the US. I am on my own. I am doing my best, to reach out, to other people, in other countries, and to: "open doors," myself. I pray that an LLB programme, abroad, will be available to me soon, as another step-up program, for me to assist myself-while, at the very same time, helping others.

        I have three children, who also need permission to immigrate to New Zealand. I have no other relatives by birth relation, in the US, and, I have never been married. I have sole-custody, of my three children, and two of them, are considered adults, by US standards. My eldest daughter: Hadiya Elizabeth, I almost done, with a high demand university degree-as well, she is earning a Bachelor's degree, in: computer science. My son: Omari Jonathan, is almost done, with two years, of a high demand university degree, through an engineering department: science technology engineering and math. While, my youngest child-she is earning almost all straight: "A's" now, like myself, and, she is completing high school, at the same, semi-private high school, at the University of Florida, where I, and my other two children graduated from. I have high hopes, that the country of New Zealand, will be able to assist us, in immigrating. We have no other family, anywhere else in the world, who are willing to claim and help us.

       I was told, through the initial communications, that I received from immigration services in New Zealand, to please email in, some additional documents, to support my claim, for additional immigration points. My initial online analysis, only added up to 110 points. The immigration application states, that I must qualify, for a minimum of 160 immigration point, before New Zealand immigration, will agree to consider me, and my 3 children, as permanent citizens, for New Zealand. I am, therefore, sending your offices, additional educational documentation, and information, in the hopes, that your offices will agree, that we qualify for enough immigration application points, to submit, a formal application. Thank you for your time, and consideration.

         I hope your holidays went well. I can sit up, and I can walk some today. I could not sit up, or walk well yesterday-after the attack that occurred at the airport-US police again. Tomorrow, I pray I will be able to walk a long distance, with all of my luggage, I will be returning to the airport, to wait for my December 31, 2016 American Airlines flight. Because I was shot in New Orleans, and in front of US police-who did nothing in my defense, it would not be safe at all, for me to return to New Orleans, to await my flight back to Florida. Thank you for your continued communications, and your concern. I feel exhausted, after 7 years of homelessness. I am lucky to be alive. My 3 children and I, need your assistance, to get out of the US, as soon as possible. My recovery, the next time I am attacked, or shot-might not be possible.

To Whom It May Concern:



        I required assistance, as offered, by your: Traveler's Aid Offices, while visiting New Orleans. I walked 3 days, to the downtown VA Office and Vet Administration Offices, across from the Loyola Medical School, and near by the Tulane Medical School. I met very briefly with a representative in the entry, to the VA hospital. The woman to whom I spoke, refused me all Traveler's Aid services-she said, that she had none-at-all, to offer me-instead, the representative offered me: a case worker, and a social worker, to make arrangements to stay in New Orleans.



       Four days ago, I was shot, at point blank range, in New Orleans, by a semi-automatic weapon, with a silencer. The bullet was directed at my heart, and even though, I was able to slow it down-with deflection-so, it did not penetrate, so it did not kill me-I was angry, about the lack of services, that: Traveler's Aid, provided for me. I needed bus tokens or vouchers, for the RTA City bus, to return to the Louis Armstrong airport, which is a much safer place, for me to wait for my SSI, direct deposit to post this month. Had your representative at Traveler’s Aid, offered me any of the services, listed-as available from your various states and locations-I might never have been shot.



          I have utilized the services of Traveler's Aid before-while traveling through Washington, DC. The Traveler's Aid, in Washington, DC-to whom I spoke, offered me a train pass, to ride back and forth, from downtown DC, to Reagan National, for a safer place to rest, and to use bathroom facilities, as there were none available to me, in downtown Washington, DC.  However, I was disgruntled, with the services, that your DC offices, provided to me-as well. Traveler's Aid lists, a long list, of helpful resources, which, are purportedly available, at your various locations in the US.



        In DC, the only service or good, available to me, was the small amount of credit, on a train card. In the US, it is illegal to mis-represent yourself, as a business. I, and other visitors, to major cities, all over the US-require your services, however, Traveler's Aids, provides-almost no, or no assistance at all-contrary, to the information, which is provided online. My life, was in danger, in New Orleans, LA-and I knew it.  I walked 3 days, to get to your downtown New Orleans office, because I desperately required, the services, that your business freely advertises to offer. Then, when the New Orleans, LA chapter, of: Traveler's Aid, completely refused to help me at all-I was shot, and straight to my heart. I should be dead right now.

Shot With A Semi-Automatic Weapon With Silencer-Point-Blank Range, And Straight To My Heart, Late Last Night, In Front Of US Police

        Late last night, I was shot point-blank range-to my heart, in front of US police, in the US city, of: New Orleans. The perpetrator of the crime, pulled out, a: large semi-automatic weapon, with a silencer. US police, had their bright blues lights flashing-however, the did nothing to interfere, or to save me-when the perpetrator aimed, and shot directly, at my heart. I had to place calls, to 3 US local FBI offices, before, I reached an FBI agent, who would listen to my situation, and what had just happened. I was able to divert the bullet, with a comfort blanket, and my new Winter coat-however, there is a mark on the coat, where the bullet hit it. 



       I returned to the: New Orleans Louis Armstrong International Airport, to await a direct deposit, to book a flight, back to Florida, for Christmas. Less than 4 days ago-with nowhere safe to go-I am not allowed in to the New Orleans shelters, police at this airport forced me out. Other homeless, live at this airport, for 6 months, and longer, as: prostitutes. I, however, was forced back in to, an unsafe community, for refusing to prostitute.  I was almost unable, to return to the airport tonight. I could have been killed. I might have been dead by now.



                      After the shooting, the local police, here in New Orleans decided to pretend-like nothing at all had happened. New Orleans police, took over a stretch of the road, to the: Louis Armstrong International Airport, and-slowed and blocked traffic, for both: a significant length, and time-that I was on the return road. The New Orleans, LA International Airport, is located: in Kenner, LA-50 miles, outside of downtown: New Orleans. I am too tired, and a little shaken-up, by my experiences, late last night.



       I am exhausted, and I have tried to place a few calls, to International Intelligence Agency’s, regarding the scary events that occurred last night. It was only Russia, that cared enough, to respond to my situation when I called-just a little bit.  Thank you Mother Russia, for caring about me, and my immediate life threatening circumstances.  Although, I had an application, for political asylum, that I had begun to process through: Norway-Norwegians, have finally refused to allow me, to complete the application, for political asylum, regardless of how dire my circumstances are, here in the US.

American Airlines Promised Me An E-Ticket, And Then I Did Not Receive A Voucher, Within The 15 Minute Time Period, That I Was Expecting It

             I spoke at length, to a supervisor, at American Airlines this afternoon, in: customer relations, regarding, a ticket fund, that has been owed to me, for 7 months now.  The first time I called to enquire, about the missing refund, I was told, that the refund, had been sent by check, to a Gainesville, FL address, I had-on file. The next time I called, to enquire about the missing refund check, I was told, the check had been returned, to the travel agencies, that I booked a flight through.



          The third time, that I called AA, I was told that the missing refund check, had been sent to: San Diego. When I contacted individuals, at the two numbers-that I was aware of-associated with my cancelled plane ticket-I was told, that the check had never arrived by post mail, at either location. AA called around, and double-checked, and then discovered, that, they have no idea-when the refund check, was actually sent-and, that it had never been cashed.



          When I called today, I spoke at length, with a supervisor, in the Customer relations department-who, agreed to speak to someone in the: refunds department, about cancelling the issued check, and, issuing me, a refund, as an E-Ticket instead. I spoke to the customer relations supervisor, for an extended period-of-time, and then, after a satisfactory settlement had been reached-I hung up the phone, and went to check my email account, for the: E-Ticket. I expected the E-Ticket, in approximately 15 minutes-when I received nothing, in 45 minutes-I called AA booking representatives, back-again.



              The second time I called AA today, I spoke to a representative named: April. April was rude, she thought that I might not be telling the truth. April argued against me, and told me, that: AA does not issue E-tickets, to replace a missing refunds ticket, however-she would check my report, f the previous conversation-with a supervisor, with the refunds department-I was placed on hold. When April returned to the phone, she finally agreed, that I was telling the truth, and that a refund E-Ticket to fly AA-instead of a:  check in the mail.



             I then requested, that April, please transfer me to the customer relations, representative, to whom I spoke before, regarding the plane ticket refund, through the refunds department-now, as an E-Ticket. April refused to transfer me to the customer relations department-she said it was not possible, from the number I called. April refused, to send me a confirmation email, regarding the above mentioned conversation, that I had with her-regarding the mutual agreement, to change the compensation form, of the: 74.00 USD-which, has been owed to me, from AA, for 7 months now.



        I explained , when requesting the change in re-payment form, for the AA re-fund owed to me, that, it is too insensitive, to my personal situation-regarding the cancelled plane ticket to: Cozumel, Mexico-when I am homeless in the US, and I had paid and booked with confirmation-housing in Mexico.  I sit around, all day, and all night, in pure misery, in the US, if-I am even allowed inside, to any building in the US-anywhere.



       I receive, no access in the US; to: housing, employment, banking services, social services, or medical services. In many locations, I have no access to transportation, or to discounted transportation. I cannot access a single library-where I am located, in the US right now. I hate being stranded in airports, where I have to wait for days on end, for anything at all-especially a refund ticket, that should have been accessible to me, months ago.



        The Louis Armstrong Airport, is smoky, and crowded, and loud. The people who pass through here, tend to be terrorists, from: Israel, Africa, Canada-etc. Foreigners, and terrorists who fly to the US, come here to prostitute, to steal, to force other people into slavery, to sleep with Black people-to have a mulatto slave population-elsewhere in the world. The TSA, and police, are here at the airport, and they stand around-scaring people.



        People do almost anything they want at the airport, like the: TSA, and like police are not coming through the airport. A plane lands, and people de-boarding from the plane, walk around assaulting me, and spitting on me. In 5 days here, my back hurts more, than it did when I arrived. There is no one to complain to, about how inappropriate many of the visitors, from abroad to the US, are to: American citizens. Canadians yell: “In the BUTT at you,” with no embarrassment.



          Other crazy people, walk around making fun of people-who got ass raped, in town, or at the airport. Men who work for the airport, and who pass through, make fun of you-and to your face, for being hungry, because you have been waiting-longer than you expected to wait. I have gone almost 3 days, in this airport, with no access, to any food. Travelers walk through the airport, and pretend like you are not alive all day, and all night-most of the time. The travelers are usually prostitutes these days, because of the Obama Administration.



             There is supposed to be, a: “Travelers Aid Office,” at the airport-to assist stranded travelers. The travelers aid, is supposed to provide, a laundry list of services, including: food, and bus tokens-for the New Orleans, LA area. The: “Traveler’s Aid” office, is not located at the airport, like it is, in: Washington, DC. The: “Traveler’s Aid” Officer, is located instead, at the VA Administrative Hospital Offices, in downtown New Orleans. I stopped by the offices, prior to taking the express city bus, to the airport, about 50 miles, outside of New Orleans, LA, in Kenner, LA.



             The: “Traveler’s Aid” Office, had nothing to offer me. An entire list of available services, on the webpage, and, when I get to the VA Administrative offices, the only representative available, offered me: social working services, with a case worker-to remain in New Orleans, and absolutely refused, to help me return to the airport. I hate living in the US, and I have completed my initial investigation, of New Orleans, LA, I am ready to leave the airport. The Obama Administration, is that the travel experience, is intended for: prostitutes, and, then some other people, also travel. The Obama Administration-in this way, utilizing US airports, to transport slave-like prostitutes, from one International locale to another, is supporting too strongly: human trafficking, and International Terrorism-in general.



        Men pretend, like they cannot figure out, which bathroom to enter, to use the toilet. On several occasions, I have had to chase men, out of the woman’s toilet. I think, based on conversations, that I have had, with some men-from Africa, that Obama has communicated to new pro-Obama terrorists, and to other visitors, and immigrants, who are joining the US terror movement, that, rape, is no longer a crime. The US government-still, even while Obama is moving out of the Oval Office in Washington, DC-is too difficult, to deal with.  Civil and Human Rights violations, are constantly occurring the US, and not just at our airports, and, the US government-punishes, fines, retrains, restricts, punishes, abuses, and tortures-those who complain, and argue for: basic humanity.



       I am less uncomfortable, at this airport: Louis Armstrong, in New Orleans, than at any other airport, I have ever visited in the US-all the rest, that I have recently visited, are significantly worse. I am exhausted, and unable to walk, because New Orleans police, reinjured the left foot, that they assaulted with bike cops, in Denver, CO. Sleeping at the airport at night, while I wait for my E-Ticket, is not really possible. My left foot, is soo badly injured, that, I cannot return to New Orleans, by bus, because, I can barely walk still. I need for a copy, of the: E-ticket voucher refund, that is being sent to me, to be sent to an alternative Email address. Email: BaiEliza1Cary@ yahoo.com



         When I requested again, to speak to AA Customer Service Department, in order to provide the alternative Email address, I was instructed, to please provide, by fax instead.  Therefore, at-this-point-in-time, I am sending you another fax, like the 4 faxes, that I sent to your offices, requesting the E-Ticket, last week. Thank you for continuing to receive, my communications regarding, the agreed upon, alternative compensation/payment, or the ticket refund, that, I have never received. I will look for your prompt, and helpful response, with my E-Ticket attached, to the alternative Email address.

Beginning Immigration Application To New Zealand

To Whom It May Concern:



           I require immigration, to New Zealand. I need to leave the US. I have been traveling over-seas, for 2 years now, and I have been requesting: political asylum-with plenty of evidence, and, I have gotten no results. In the meantime, my situation in the US, has grown worse-every time, a country overseas, told me: “No, we refuse to assist you in anyway,” and, I was forcibly returned, by deportation, to the US. I have requested, emergency and immediate political asylum, from the three following countries: France, UK, and Norway.

   

              My application for political asylum was never considered, for the country of France. I was told, at the application center in Martinique, FR-that, due to the fact, that I do not speak French, that I would not be allowed, to submit an application, for political asylum in France. I was told in the UK, that the United States, has been evaluated, by the UK government, as being a: “Safe Country,” and therefore, it does not matter, what documentation, I would present, to the contrary. In Norway, I was told, that I had a right to speak to lawyer, regarding my application, for political asylum.



           I was deported, from Norway, on the very day, of my legal appointment.  I left Norway, with a stack of legal documents, in Norwegian, that I cannot read, and, although, I have tried to make arrangements, with a lawyer in Norway, to assist me-with at least a translation of the legal documents-that has not been possible. I have contacted, numerous Norwegian Embassies, in several different locations around the world-they told me, that this matter, is outside of their purview, and therefore, they would be unable to help me.



           In addition, I have been in constant contact, with UDI-the Norwegian government entity, that processes, applications, for political asylum in Norway-and, they have not offered me, any additional assistance-although, I keep them abreast, of my circumstances in the US, by email, as well as calling the Norwegian Secret Service. My last efforts, to contact Norway, after I could receive no help from UDI, or from free legal service organizations, was to look for the services of a paid attorney, and-that was unsuccessful, as well.



           I post complaints and commentary online, in regards to how difficult this situation, has been for me. I am a political prisoner and hostage, in the US. I have been both: badly and abused, by my adopted family. I have been abused, and tortured in the US, for the past 20 years. When Mr. Obama became president, my situation then escalated, and became unbearable. I have been: unemployed, and homeless, for almost the entire Obama Administration.

                 Nothing in the US, has been fair for me, for the entire Obama Administration. Not only, have I been, homeless, and unemployed, I have had no access, to almost: medical care and medicine-and now none, or to social services. I have had no access to: homeless shelters in the US, or to, vocational welfare to work programs, that are paid for by the US government. US police, persecute me, and stalk me, and then, they: threaten& harass me, and try to kill me, for the US government.  I have been permanently damaged, on too many occasions-painful physical injuries, from assaults, from US police.



               I am constantly starving to death. Sometimes, my food stamps, are only 22.00 USD per month. Other times, my food stamps are cut off. Yet other times, I go to a grocery store, and they refuse to accept the food stamp card. My adopted mom, tells me, to book at a hotel, with my pithy welfare check, then, she refuses to help me with food, for most of the month, and with the housing, I have no money left, for food, or anything else I need.



             My US bank accounts are drained, well after checks have cleared.  My US bank accounts are blocked, for almost 2 years, and then, people pretend like I have serious mental health issues, for not having money-after, a US bank, has illegally stolen it from me. I hate everything about America, and, I am not supposed to tell anyone anywhere, how tortured I am, or, how abused I am. The US government, tries to cut off, all my means of communications.



            I receive almost none of my postal mail. The United States Postal Inspector, said, that she could care less-at least my post mail was sent somewhere. I receive no birthday, or Christmas presents. My adopted mom, said, that I could have post mail, sent to her home address-she keeps most of it, and will not allow me to read it-which is supposed to be a Federal crime in the US. Additionally, my adopted mom, refuses to accept, and birthday, and Christmas packages, that arrive at her home-for me. I have not had, a birthday, or Christmas, for 7 years now.



         I have no friends or family in the US, who are willing to assist me. I am a continuing student, as well as an active volunteer-in more than just one capacity, to improve my communities. I am politically active, although, I cannot vote. The Obama elections, were won-in part, with the help of the: “New Black Panther Party,” who harassed and threatened Republicans at the poles. Republicans-for both: Mr. Obama US Presidential election, were forced to vote Democratic.



        Additionally, I am always having problems, with my cell phones, email accounts, and social networking websites. My cell phones-all of them, were stolen by my adopted mom, she broke all 7, and erased all of my investigative research-3 years worth of work, because, she hates my guts, and she thought it was fine, because she constantly abuses and tortures me-anyway. I was able to file a police report against, my adopted mom-however, the US court system, and attendant lawyers, are inaccessible to me.

          My email accounts, are hacked, and I lose access to them-soo often, that I have begun, calling-all over the world, faxing, and also, traveling as much as possible, to speak to people in person.  As much as I have emailed, and faxed, and placed phone calls, I have received-almost no responses, to any of my requests for help. In the US, I sit for days on end, waiting for a flight, at an International airport, or at a train station, or bus station, and people look past me, and walk past me-all day and night, like I am not alive.



           I try to complain, and to reach out for help, on various online social networking accounts: Facebook, Fling, Twitter, Wikipedia, YouTube, Instagram, WordPress, etc.-all of my comments online, come under the harshest of scrutiny-all of the time. My commentary is: edited, removed, silenced, and then-my access to the online social networking account-is illegally blocked, as well.  I complain about how people torture and abuse me in the US-they have no legal basis to do so, and, they feel comfortable and happy, to treat me with complete disregard.



             I need medicine, for my constant back pain, and ankle/foot, wrist, and headaches. I am asthmatic, and cannot gain access to my 4 different kinds of required asthma medications.  I suffer from constant attacks on my life, and constant assaults. The US government, an US police, do nothing-that I am aware of, to help me, to keep me safe, or-even respond to my constant complaints. I began to lose hope, in my ability to locate, a US government agency, that would assist me, and nonprofit organizations, that advertise US and overseas-they do nothing at all really, from what I can perceive. I am a freelance reporter, and US and International media-ignore me.



            I attempted, on a number of occasions, to file complaints, with the US Department of Justice, under the leadership, of Mr. Obama appointed: Holder. My religious freedoms, are being violated in the US. I am told often, that I have access to nothing, because I am not a Christian. I have not only been denied, almost everything I need to survive, on the basis that I am not a Christian, I have also had, almost all of my belongings stolen from me, on the very same basis. I can only presume, that my access to lawyers, as well as the US court system, has also been blocked, because I am not a Christian too.

               Frustrated, with the full extent, of denial to basic needs, and torture in the US. I decided, to process my legal complaints-pertaining to: civil and human rights. I began to apply to law schools overseas, and because of financial need, I request full scholarship. I have no money, to even survive in the US-however, I am able to collect a sufficient amount of evidence, for a legal case, and, to process court documents, for the establishment of a hearing-already, I have practiced within the US-as a civilian. Additionally, I gained experience, while study as an undergraduate, in working for an attorney, and, attending a law school, on scholarship-where, I earned enough superlatives, for the Law School Dean, to write for a scholarship-that, I did receive.



          I have been accepted for overseas law studies before. I was accepted to several schools in the UK-however, the schools did not offer me any financial aid-that was in: 2012, and therefore, I was unable to attend. I am now, in the process, of applying to law schools in New Zealand. The UK, has turned a cold shoulder to me, since I flew there, and requested political asylum-although, I did not process, the application.  Additionally, although, I have begun to process my law school applications, through Australia-as well, the news from Australia is reporting, that police there-are really a problem, I am concerned, that maybe, Australian police, are, just as bad, as police here, in the US.



         I looked through, the online information, in regards to employment, in high needs areas, to see if my application, for political asylum, might qualify, for additional points, based on my current and future, fields of study. In addition to being pre-legal, I am pre-medical. There, too, was a code available, for my Master’s Degree, in the high needs employment area listed online, however, it was a slightly varied listing-as Bachelors, instead of Masters, and, as an Engineering Degree, instead of an Information Science Degree: NZQF Level 7 Information Science Degree, BA-through an Engineering department.  The online information, available through New Zealand Immigration stated, that my degree, and qualification for points, would have to be approved, through: New Zealand: IPENZ.



                 In addition to having already obtained-what I hope to be, a point qualifying Master’s Degree, in: Library and Information Science, with a specialization: Information Science, as well as the voluntary completion, of a thesis, and perfect: 4.0 CGPA-for the entire degree, I could consider, attending medical school, in New Zealand, after law school-if I you agree to accept my immigration, application. I was pre-medical, for a number of years, as an undergraduate: volunteer hours, mentored education, overseas medical outreach for indigent and provision of free medical supplies, grant writing for community health center/pre-medical secondary student organization, as well as employment, as a university student, at a medical school, and visitation and shadowing of medical doctors: major hospital, and nursing home.



              I will be sending you offices, a series of emails, because I have soo many documents, for you to look through, and to qualify, to see if you might be able to allow me, to immigrate to New Zealand. I have 3 children-all quite bright, two of whom, are enrolled in university studies in the US, and the youngest, is completing her high school program-this year.  My oldest daughter is 20, and she is almost done studying for a computer science degree-she, therefore, will also have earned a high needs university degree, as per New Zealand standards-at a Bachelor’s level. My only son, is 19, and he is working towards an engineering degree: Science Technology Engineering and, Math-a two year university, for a transfer, to a four year college.  My son, therefore, also qualifies, for the high needs immigration stipulations, he want to complete his studies on the Bachelors level, with an Engineering degree.  My youngest daughter-who is just finishing high school this year, has not decided yet, what she will endeavor to study, at: university.



            I will call your offices, after I have sent several emails, containing some of my explanations, to your offices, as well as several non-romantic photos-so you can recognize my visage. I want to be certain, that the communications, regarding my requests for immigration status in New Zealand, have been successfully received, for an initial evaluation, prior to sending more. If, I receive a favorable response, from: Immigration Services New Zealand, and a higher point score evaluation, than: 110, is returned to me, then I will be too happy, to pay, and to submit-my final and formal application, for immigration to New Zealand, online.          At present, I am working on my second Master’s Degree. I am at: APUS University, and in training, with the US Marines-as a civilian, in an: Intelligence Officer In Training program. Although, I am already engaged, in independent research-that will possibly bring me academic credit, my formal online classroom studies, do not being, until: January 2017. I intend, to complete, both my legal studies program, and my: law school program on campus in New Zealand, at the very same time-if accepted. In between, my first Master’s Degree, and my second Master’s Degree, I attended: Northcentral University, and a doctoral studies program, in Advanced Accounting, however, due to the political situation in the US, I was unable to complete the doctoral studies PhD, program-even though, my grades were-straight: “A.”



             I will send to you, with my initial emails, and attachments, copies of my transcripts, with degrees earned, thus far, as well as proof, of my high school graduation, and enrollment, in: Intelligence Officer Training-at this point in time. Unfortunately, my situation in the US, has been soo incredibly politically adverse, that almost everything, has been stolen from me-on a number of occasions, including and limited to: high school transcript from high school, high school diploma, all university diplomas, etc., and therefore, I will not-initially, be able to send into, the New Zealand Immigration Department, my official university diplomas.  Although, I do have an email account, with Mi5, I have no assurances, that the documents, I am emailing into them, for preservation for court-will ever be available to me.



             I have begun on my own, to process legal cases, through several of the European Courts, of Human Rights. My initial complaints, and my follow-up commentary, are sent into, both court houses-on a regular basis. However, I have not submitted, a formal application, to be heard, in either court house, because, I am not admitted to law school yet, and, there are procedural, and substantive time constraint limitations. I am not in a safe enough position, in the US, to proceed with a formal application, to be heard-against the American government, in an International Court of Human Rights. Immigrants, terrorists, pro-Obama LBGT/African, Israeli/Jews, etc.-as well as US police, stalk me, and persecute me, anywhere I go right now, all of the US.



               It is incredibly difficult, to reach me, although, I do have a cellphone, I do not receive most of my messages-the Boost Mobile provider, blocks the downloads, from a server, to my voicemail, on my cell. I am upset, that I am in such a scary place, in the US. I worry for my children. I do what I can to assist others, and then-almost no one is generous enough, to notice me at all. I have been asked in the US, for a number of years, to: complete the university homework of others, to work and complete difficult tasks-in exchange for almost nothing, and to volunteer all the time, with no hopes of ever being hired anywhere. I cannot work any harder at my academics, because I am not allowed to, and there will never be: housing or employment available to me, in the US.



             If you require, any additional information from me, regarding my application for immigration, after you have received, attachments by email, then do please attempt to reply, to my communications by email. I will call, to follow-up by phone, on a regular basis, because I know from experience, how difficult it is-to reach me. American Airlines Is Now Blaming The MIssing Refund Check-Never Received Anywhere, And Never Cashed BY Anyone-On Smartfares Travel of Mumbai, India

To Whom It May Concern:

         I have already contacted the travel agency several times-they never received a refund check from AA. They are in-willing to pay a refund to me, without first receiving the payment from AA. Did you receive the faxes I sent in to you? You owe me, and a check never reached me-regardless of where you think you mailed it to.

            I have spoken to representatives and to a supervisor at AA customer relations, on several occasions-and, it is more than sufficiently clear from our conversations, that AA has no idea where my refund check was sent. I have been told several time, that the refund check sent to me-was never cashed.

         Every time I call AA, to complain about the fact, that, it has now been 7months, and no refund has been received yet-I am given a different and contrasting answer-as to where the refund check-was actually sent. I am waiting to hear your reply, to the faxes, that I just submitted to your AA administrative offices this past week. I require compensation, for the ticket that was illegally cancelled.

     I  wrote this brief statement, as an academic exercise, in my first Master's Degree program: Library and Information Science-through: Florida State University: 2008-2010 Perfect CGPA: 4.0, as well as completed voluntary thesis with pass grade, and no defense was required, to apply for my graduation. I, almost 7 years later, sill have never been given the opportunity, to work in a US library-although, I am studying in them-as often as they will admit me. I have applied, to several libraries unsuccessfully, and while, the Main Library-the Alachua County Library in Gainesville, FL, was happy to hire both of my daughters, for high school stipend pay internships.
       The downtown public library, in Gainesville, FL-however, refused to even offer me an interview, after my completed, and satisfactory application-had been submitted. I was a volunteer, at the Main Library-in Gainesville, FL, at the time, that I submitted, my application for hire-as a page. The page position, required, only an 8th grade education, and I, had already earned my Master's Degree-required to be hired-as an official; "Librarian." Due to the fact, that I have extensive experience, in the field of research, undergraduate/graduate research, as well as, medical school, and law school research-although I was refused an interview, with the downtown public library-in Gainesville, FL-a woman, who had been hired, to work with patrons self-filing legal documents, wanted me, to teach her how to do her job-while she, collected the pay-check. I was only a volunteer.
        The woman at the library-requested, that I volunteer, at the public library-in Gainesville, FL, on a regular basis, so that she could meet with me, more than once a week, so that I could train her, in online legal research. The woman,  had no idea, how to even figure out, what legal category-any given case, based on the complaint, had to be filed under.  The woman, had been hired, specifically for the job, and working with patrons, who wanted to self-file legal documents, with the public libraries direction/guidance.
          The woman expected me, to tutor her through-the two main, US online, legal case and related information, and document data bases: Lexis Nexis, and West Law. I thought the woman-had completely lost her mind. The woman, was a little older than me, however, she was not really senile, she was just too mean, and too dumb to understand, that she was asking me to help her more, than any reasonable person, with half a brain cell-would ever do. I never showed up, to volunteer again, at the reference desk-or, in any other section, of the downtown public library, in Gainesville, FL.

Although: I am An: American Library Association-Accredited , Qualified, Well-Prepared and Educated Librarian-I have Never Held Employment-In Any Library.

     I have never worked in a library before.  Therefore, I am unfamiliar with how policy issues are decided, and how policy decisions are made in relation to books of a sexual nature.  I know a little about how case law interpretation works in the legal system though.  I tend go with the “original intent” approach, not to case law, but to understanding how to apply the meaning of a word.  The meaning of a word, I believe, should be applied as intended by the original historical context in which it originated. “Original intent” has a similar meaning: a law should be interpreted based on what was intended by the creator.  I think that the application of precedents in the legal system is very similar to the interpretation of vocabulary in general.  They are both heavily based on how strictly or loosely the meaning of the law/word is interpreted. 

   Laws, like words in general, can be interpreted as having various subtle meanings dependent upon the original context in which the law/word was, which reflects the meaning intended by the creator. Therefore, the act of applying “orginalism” to case law is very similar to applying the strict meaning of a word, as defined by a well established and trusted encyclopedia or dictionary.  However, Wikipedia is generally not a good choice because of its wiki nature—it is too unreliable. 

     When “originalism” is used in the interpretation of a law, the accepted understanding of the law, established by the case and therefore the precedent set, is understood within the context of the time in which the case was written and, therefore, is based on what was intended by the creator of the law.  “Originalism” pertains, to how a U.S. Supreme Court Justices interpret the laws purported by the U.S. Constitution.  I think that, in general, one may want to use the 1st or second definition of a word offered.  That meaning, I believe, generally comes very close to representing the original meaning of how the word was intended be understood, based the historical period (context) in which it was defined.

       In my opinion, society has evolved, but meanings, particularly those of words, have changed very little.  Therefore, I think that strict interpretation of the meaning of a word is the correct way to decide what the accepted meaning of "explicit" or "pornography" really is.  Generally the accepted meaning of a word in society pretty accurately reflects the accepted meaning of that word by the legal system.  This congruence of meaning is important and can have important consequences. 

      Ultimately, regardless of what ALA's guidelines say about ethical issues related to the amount of exposure to "explicit" reading materials high school students should be allowed to be exposed to, ALA does not make the final decision.  The choice is ethical and deals with a rather controversial issue, which is viewed by many as a legal matter, and therefore more appropriately addressed and decided by the court system.  Many children have parents who are quite conservative and, therefore, would feel uncomfortable with a book with any sexual connotations at all.

         In addition to considering what ALA has to say on the issue, a legal perspective, I believe, should also be applied.   I think, therefore, it is important to consider the pertinent legal issues which may apply, when deciding how to develop policies which support the exposure of high school students to books, which contain subject matter of a sexual nature.    The book choice could be challenged by a parent or even a student because of its sexual nature.  A case could very easily be brought to court on the issue.  

      Backing up the way the definition has been interpreted, when the policy was written, is very important in the perception of how valid the definition chosen for the word is, and therefore, how valid the policy created supports the exposure of high school students to reading materials of a sexual nature.  Use of a strict interpretation of the word’s definition demonstrates and supports the logic of the argument made in favor of exposing a high school student to a book of a sexual nature.  When an argument can be presented in a court room as being logical and based on some established and accepted interpretation, the high school media will have a much better chance of defending the case against them.

            A Comprehensive Annual Financial Report (CAFR) is a government's complete accounting of: "net worth.” The CAFR, was established as a public accounting record, and is mandatory by Federal requirements, for all local governmental entities, within the United States.

          Obtain a CAFR from a city or county governmental entity-these are usually available as a .pdf download from the entity’s web site. Using the questions in exercises and problems 2-1 in Chapter 2, evaluate the CAFR, according to the criteria presented. Attach a copy of the report as an appendix to your paper, when you submit your assignment, and upload it online.



Exercises and Problems 2-1 Examine the C.A.F.R.:

Examine the financial statements included in the financial section and answer the following questions, as they pertain to, the city of: Washington, DC, US, based on information made available to the general public online, in the most recent CAFR available-2015.

Comprehensive Annual Financial Report Office of Financial Management:

        Last year, in 2015, when I initially completed this assignment, I chose the City of Gainesville, FL US, for my: CAFR, audit accounts student exercise. I grew up, in Gainesville, FL US, and, I attended and graduated from, the University of Florida, research and developmental high school, as well as, Santa Fe Community College-which is now just: Santa Fe College, as well as: The University of Florida-itself.

            My impetus, for auditing the accounts, of the City of Gainesville, FL US, was, a continued lack of employment, in my hometown of Gainesville, FL, although, presumably, I still had friends, in town working, who, quite possibly knew me well, knew that I was homeless, and quite capable academically, and of employment. Because, I am under the impression, if people care about you, and they are aware of the fact that you are in need, and you can help yourself-with even a little assistance from the outside, such as: employment, etc.-that, family or friends, should they exists anywhere-would, because they do care, that you should live-offer you some sort of employment, that, you very well qualify for.

           My first Master’s Degree, from: Florida State University, is in the area, of: Library and Information Science, with a specialization, in information science. Therefore, the first employment positions, that I applied for, in Gainesville, FL, were positions, in the field, of library sciences, at both: the public libraries, and, the private university libraries.  When-after several weeks, I received no response, to my applications for work, at the local libraries, it was at that time, that I began to apply, for employment positions, in other fields-not even closely related, to library studies.

           I still was qualified for the employment positions, for which I applied-however, I was soo qualified for the position, that I was: “overqualified.” I had some choices, in Gainesville, FL, in regards to where to apply for work, and then again, it was not until-even after my request for employment as a janitor, was rejected, that I then decided, to perform and independent audit, of the accounting books, of the entire city, of: Gainesville, FL, US. What I discovered, in my independent analysis, of the accounting records, for the city of: Gainesville, FL, US, was not positive information. Gainesville, FL, has been-as of the 2015 CAFR: “cooking the books,” and engaging in many forms, of illegal accounts management, for at least 10 years.

         I was illegally, and immediately, then, shipped off by my adopted family-who have completely abandoned me, to a mental hospital, in the Gainesville, FL area: Shands At Vista, for many reasons-none of them pertaining to mental health problems, as defined by the: DMS IV.  In large part, my immediate hospitalization, for mental health problems, that were none existent-again, was a response to, the: “A” grade that I received, on my assignment-this very same one, that was-instead of being focused, on: Washington, DC, US-focused, on: Gainesville, FL US. I am now, because of continued torture, abuse, neglect, and complete abandonment, by my adopted family, in the United States, an applicant for political asylum, in Europe.

         At present, I am located, in: West Palm Beach, FL-so, I will not decide, to audit the accounts, of the city of West Palm Beach, FL.  However, because of my, pending applications, for political asylum, in Europe, I will be flying, from West Palm Beach, FL, to, Washington, DC-to speak to various embassies there, including the: Russian Embassy-in about, 2 weeks-long after this Northcentral University doctoral studies homework assignment, has been emailed, to all of my International contacts-who are assisting me, with my political asylum application process, and, posted online, at several of my blog spots, for interesting reading, and important information about the International state of affairs, as it relates, to: terrorism, America, and the Obama Administration-that I happily share, as a freelance reporter.

What is in the CAFR?

           There are basic guidelines, for the presentation of information, with in the yearly required: CAFR presentation, of information, about an American city’s: financial accounts, and money management.  However, due to the fact, that there is some flexibility, in the presentation requirements, for the information, presented in a: CAFR, when I am communicating information, on: “the CAFR,” I am specifically, only referring to, the: Washington, DC, CAFR-at this point, and only the one, that has been made available online, in PDF format-as required, from the year: 2015.

      Although, the city, of Washington, DC, received, in 2015, a good review, by what is reported as, an independent auditor, of their, 2014 financial accounting, that in no way means, that all the information, required to be in the city’s CAFR-is present. A good review, by an independent auditor, of a city’s financial management and accounting, does not mean, that the city did anything correct-at all. In 2015, I, as a student still, and working towards my PhD, in business administration, with a focus, on: advanced accounting, did this exact same exercise, however, at that time, my focus, was: the city of Gainesville, FL US-instead of Washington, DC, US.

         The city of Gainesville, FL, US, in: 2015, had received, a total, of at least 9 years, of unqualified, positive reviews, with complete approbation, for the accounting standards, and techniques, that are applied to all financial matters, through the city of Gainesville, FL, US. However, when I, as a doctoral student, of: advanced accounting, looked closely at the accounting records, provided by, the city of Gainesville, FL, in their: 2014 CAFR, I found-after reading closely in my university text books, regarding what financial management techniques, are: approved, allowed, legal, and functional, etc. , within the United States: “Red Flags’-everywhere!

       Too often, people are fooled, by outside appearances-they see a White lab coat, and they think, the person wearing that lab coat, must be a well-qualified medical doctor. Or, people see a police officer in a uniform, and a person might think, this man or woman, in the city’s finest uniform, must be a professional, working to keep me safe, and-unfortunately, that is not always the case either.

           Then too, with a: CAFR, from any city in the United States.one might read, a positive review, from what is supposed to be, an unqualified, independent from the city-auditor’s comments, in regards to the published report, and the auditor, presumably qualified for their employment position, may write about how wonderful the city is, and how no financial accounting or management problems, or issues exist, and, the auditor’s commentary-may all be, complete: lies and nonsense-i.e., the: city of Gainesville, FL US example, and the: CAFR, from: 2014.

What Are C.A.F.R.s?

         A CAFR, is a financial accounting report, that is mandated by the United States government, for all US government entities, that can be considered, a separate and supportive operating body, such as, a city.  CAFR, have a tradition, they were initially created, in order to monitor and record, the, influx, and out-flux, of money, within a stated: “City,” circumference, in order to have a hard copy document to review, to track, how public money, from the US government, had been spent, in the previous fiscal year.

 

        A CAFR, serves the above mentioned, specific service, for helping the United States government, to have some accountability, on how, US tax payer’s money, is spent, in the public arena. A CAFR, like other United States government creations, serves the purpose, that it is intended to serve, and, then too, there are more contemporary members, of the US financial community, who would improve upon the services, that a standardized: CAFR provides, by, in some ways, altering, how the information is: collected and processed, and how the financial information is stored and how often it is shared, as well as, how much flexibility, a chief financial officer has (CFO)-in contributing information, to the CAFR-in general (N.A., Jul 2016, p.3).



IMPROVED REPORTING THROUGH:



• Transferring the burden of manual work from employees to the

system, which frees staff time for more valuable tasks such as

analyzing the data;



• Creating new reports that present key financial information in clear,

useful formats for all stakeholders, including citizens and the media;



• Responding to requests for ad hoc reports the CFO can use in

advising decisions made by government leaders;



• Keeping up with new reporting requirements and frequencies;



• Centralizing and consolidating reporting tools in the cloud for a

Only time will tell, if the United States government, will support a push, for a new and revised standardized, computer software system, that, can essentially create CAFR’s, for a city, instead of the current, high reliance, on a city’s CFO, and then too, many contributions, from other departments at a city, that handle government money.

Common problems in manual processes:



• Extensive use of MS-Word and MS-Excel, shared via unsecure e-mail;



• Data accuracy issues;



• Collaboration is difficult;



• No internal controls;



• No audit trail;



• High degree of risk;



• Manual process is repeated each reporting period.



Significant risks of such manual processes:



• Errors in unstructured data collection from multiple locations;



• Lack of accuracy from re-keying data and information into multiple reports;



• Low productivity because of linear workflow with multiple bottlenecks;



• Little or no version control;



• Visibility into report status difficult;



• Long reporting cycle times prevent value-added analysis;



• Report data integrity and confidence issues;



• Last-minute changes are not easily incorporated. (Datt, S., O’Brien, D., Sagnip, S. M. 2012, p. 3)



I think that ideally, a computer program, to do most of the work for you, like a calculator-for almost every math problem, may seem like an attractive improvement. However, realistically, due to the always present slew, of ethical issues, pertaining to money: how much is spent, who spends the money, what the money was spent on, who benefits from the expenditure, and whether or not any money went missing, or, if the books are balanced correctly-that, it is preferable, that the CFO, continues to handle, the majority of the burden, of compiling, an annual CAFR, for any give US city.

            When you remove, the person in charge, of any given accounting: aggregate accounting and reporting task, you remove, the responsibility, assigned to an individual, such as a CFO, for ensuring, that the entire process, of managing city money, and recording revenues, and expenditure, has been done accurately and responsibly. Without, a managing person, to account responsibly, for the financial and managerial accounting task at hand, then, if something goes terribly wrong-no one is responsible, for any of the many mistakes, that can, and do occur.  And, that, is too ironic, because it, in turn, obviates the reasons, and need, for the development, of the accounting records-the CAFR-in the first place.

2.      Are total assets larger for governmental activities or business-type activities?

           The financial report, from the city of Washington, DC, is much more difficult to read, than the one, from Gainesville, FL. There is a great deal of text, and conversation, and the data, is presented, in very small, and blurry images, that are too difficult to read-for the most part. The Washington, DC 2015, CAFR-is presented, more like a book, and less like a financial analysis, and record of the financial activities of the city, for the past 10 years. Even if the information, is correct, I find that the presentation of the information, is too user unfriendly.

Business-Type Activities:

Although, the city of Washington, DC reports, and increase, in revenues, from business-type activities, from the year: 2014, to the year; 2015, the overall earnings, of the business-type activities, on the pie chart, of general fund revenues, is only: 20% (Alexander, C., Omisore, D, & Slack, B. 2015, p. 30).

General Fund:



General fund expenditures include, the following divisions, or, area-fund accounts:



·         Governmental direction;



·         Economic development and regulation;



·          Public safety and justice;



·         Public education system;



·         Human support services;



·         Public works; Public transportation. (Alexander, C., Omisore, D, & Slack, B. 2015, p. 30).



As long as the city of Washington, DC, is able to legally cover all expenses, with revenues earned, from general fund accounts, then, the pithy amount of money earned, by the city’s business-type accounts, is not a concern-really.



          However, the problem that the city of Gainesville, FL, US ran into, was that, the only real revenue that was being earned by the city, was through, the business-type government fund accounts. Instead of increasing business-type activities, to cover mounting expenses, the city of Gainesville, FL: “cooked the books.” By spending money, that should have been maintained in savings funds, for emergency situations, participated in risky investments, and, borrowed too much money, over, and over again, to cover expenses-again, instead of looking for other legal ways, to cover the high amounts of debt.



       Attmore, & Ives (Spring 2015), talk about the new requirements, of the GASB, and they state, that there is too much flexibility, in how an auditor, can review, how financial fund information, for a city, is presented. Attmore and Ives, state, that because a city’s financial information, can be presented, and favorably reviewed, in several ways, the final presentation, of a city’s CAFR, can appear, as though the city is experiencing no fiscal difficulties at all-whereas, money may be, in actuality, far too lacking, for more than one of the major funds, and, for many of the other funds-as well (p. 3).

        The city of Washington, DC, reports an increase, in funds earned by business-type activities, of: $ 51,996.00. The increase is listed, as a: %19.62 increase. Although, the almost 20% increase, in money earned, by Washington, DC, from business-type activities, when comparing: 2015 CAFR, to the year before, the overall contribution, of monies earned by business-type funds, in comparison to general government fund earning, is not that significant, at, only: 20%-total.

There are several component units listed on the Washington, Dc, CAFR, 2015 p. 44:

        I was not able to specifically identify the method of accounting, utilized, by the city of Washington, DC, for their 2015, CAFR. However, I am aware of the fact, that modified, actuarial accounting, is generally, utilized, for government accounting. Although, I found this particular CAFR, to be more verbose, and less data table intensive, the data sets, that I did view, were similar to those that were presented, as modified accrual accounting, by the city of Gainesville, FL, in the 2014 CAFR.

There is no information provided, in regards to, what the specifc, :special funding” projects are, that receive monies, from, the city of Washington, DC, Federal and Private resources fund.

      Both of the fiduciary funds are listed as, revenue earning business-type accounts. The money earned by both: the lottery fund, and the unemployment compensation fund, are investment trust funds. The money earned by the lottery, is reinvested, back into supporting, continued lottery operations. The revenue earned by the unemployment compensation fund, is reinvested back into the work force, after an employee quits, after a certain length of service, working, for any given employer.



3.      Do the financial statements provide evidence as to what basis of accounting these funds use?

               Yes, they look to be the result, of modified accrual accounting, for United States  

                government.

                          No budgetary violations, are specifically stated, in the notes, following the CAFR. However, the existence, of budgetary restraints-as controls, and, the existence, of: “encumbrances,” are briefly discussed.  The fact, that the city, of Washington, DC, recognizes, the need to have policy in place, to prevent waste of: United States-state and Federal monies, indicates, that, unnecessary spending, and over-spending, does occur, from time to time (Alexander, C., Omisore, D, & Slack, B. 2015, p.
